Do Medicaid Cards = Access to Care?

The Department of Health and Human Services recently released a report evaluating the “adequacy of access to care for enrollees in Medicaid managed care.”

With the Medicaid expansion under the Affordable Care Act, many more people are eligible for and enrolled in Medicaid, but it’s become increasingly clear that having a Medicaid card does not equate to having access to care.

An article from the NY Times references the HHS report and notes that many new Medicaid enrollees are having a hard time finding care.

Medicaid managed care standards differ by state, but Michigan’s requirements include:

  • Beneficiaries should not have to travel more than 30 miles to find a PCP
  • One PCP must be available in the managed plan’s panel for every 750 enrollees

There are no requirements regarding how long a beneficiary may have to wait to see a provider.
